The North Liberty City Council met in special session in Council Chambers. Mayor Mekota called the meeting to order at 7:00 p.m.
Council members present: Bandy, Dorst, Gardiner, and Soukup. Absent: Bahl.
Also present were Brian James, Mary K. Mitchell, Laura Noth and Diedre Bello.
Budget Work Session. City Administrator reviewed the proposed budget for the fiscal year ending June 30, 2003. The proposed tax increase includes an additional $.02 for employee benefits and the voted levy for the community center project of $1.12 per $1,000 of taxable valuation.
Additional staffing in the FY04 proposed budget include one full-time community police officer and one full-time aquatics supervisor, one seasonal parks groundskeeper will become full-time, 30 staff hours will be added in the library and 18.5 hours in the telecommunications department.
A 2% cost of living adjustment has been budgeted for all employees but the cost of employee health insurance has decreased by 24.5%.
The 1993 Ford dump truck and the 1997 Dixie Chopper mower are schedule to be replaced.
$15,000 of playground equipment is budgeted for Beaver Kreek Park.
No water or sewer rate increases are included in the budget proposal. Future rate adjustments may be proposed after review of the capital needs and projected population growth. A remote radio water meter reading system is proposed. More information will be gathered about available technology before a decision is made.
