The North Liberty City Council met in special session in Council Chambers.  Mayor Mekota called the meeting to order at 7:00 p.m.

Council members present: Bahl, Franker, Gardiner, Moody and Salm.

Also present were Brian James, Mary K. Mitchell, Travis Alden, Paul Osterholt, Scott Andersen,
Jason Harder and interested citizens.

Progress Park.  Council reviewed the proposed developer’s agreements for Progress Park Parts Two, Three, Four and Five.  Scott Andersen noted that the size of the pond triggered extra DNR and Corps of Engineers requirements for the dam resulting in major added cost.  He suggested the Council keep that in mind when recommending regional detention.  City Administrator reported that infrastructure and trail concerns have been addressed.

Moody moved, seconded by Salm, to adopt Resolution No. 05-51, RESOLUTION APPROVING THE AGREEMENT BETWEEN THE CITY OF NORTH LIBERTY AND CEDAR DEVELOPMENT THAT SETS FORTH THE TERMS AND CONDITIONS UNDER WHICH PROGRESS PARK PART TWO WILL BE DEVELOPED IN THE CITY OF NORTH LIBERTY, IOWA.  After discussion, the vote was: ayes—Bahl, Franker, Gardiner, Moody, Salm; nays—none.  Motion carried.

Moody moved, seconded by Bahl, to adopt Resolution No. 05-52, RESOLUTION APPROVING THE AGREEMENT BETWEEN THE CITY OF NORTH LIBERTY AND CEDAR DEVELOPMENT THAT SETS FORTH THE TERMS AND CONDITIONS UNDER WHICH PROGRESS PARK PART THREE WILL BE DEVELOPED IN THE CITY OF NORTH LIBERTY, IOWA.  After discussion, the vote was: ayes—Bahl, Franker, Gardiner, Moody, Salm; nays—none.  Motion carried.

Moody moved, seconded by Gardiner, to adopt Resolution No. 05-53, RESOLUTION APPROVING THE AGREEMENT BETWEEN THE CITY OF NORTH LIBERTY AND CEDAR DEVELOPMENT THAT SETS FORTH THE TERMS AND CONDITIONS UNDER WHICH PROGRESS PARK PART FOUR WILL BE DEVELOPED IN THE CITY OF NORTH LIBERTY, IOWA.  After discussion, the vote was: ayes—Bahl, Franker, Gardiner, Moody, Salm; nays—none.  Motion carried.

Bahl moved, seconded by Moody, to adopt Resolution No. 05-54, RESOLUTION APPROVING THE AGREEMENT BETWEEN THE CITY OF NORTH LIBERTY AND CEDAR DEVELOPMENT THAT SETS FORTH THE TERMS AND CONDITIONS UNDER WHICH PROGRESS PARK PART FIVE WILL BE DEVELOPED IN THE CITY OF NORTH LIBERTY, IOWA.  After discussion, the vote was: ayes—Bahl, Franker, Gardiner, Moody, Salm; nays—none.  Motion carried.

New Business.  Moody requested notice of newscast appearances by other Council members.

Bahl suggested that the Council begin thinking about the possibility of hosting RAGBRAI in 2007.

Adjournment.  Moody moved, seconded by Bahl, to adjourn the meeting at 7:35 p.m.  Motion carried.
