The North Liberty City Council met in special session in Council Chambers.  Moody called the meeting to order at 7:00 p.m.  Mayor Mekota assumed the chair at 7:10.

Council members present: Bahl, Franker, Gardiner, Moody and Salm.

Also present were Brian James, Mary K. Mitchell, Travis Alden, Chad Sands, Paul Osterholt and interested citizens.

North Liberty Comprehensive Plan.  Chad Sands, Community Development Planner for the East Central Iowa Council of Governments, outlined the process that was followed in developing the update.  The Planning & Zoning Commission has held numerous town meetings and work sessions over the past year to gain public input on the plan.

The draft of the update to the North Liberty Comprehensive Plan was reviewed.  Council members discussed how projected park land needs can be met as the City grows, fire protection standards, sanitary sewer system capacity, infill development and use of TIF dollars for blighted areas, traffic counts, sound buffering in high traffic areas, funding for transit, trail connections and proposed residential density in various planning districts.

Sands will incorporate the changes suggested.  The public hearing on the proposed Comprehensive Plan will continue on June 14th at the regular City Council meeting.

Adjournment.  Bahl moved, seconded by Salm, to adjourn the meeting at 8:25 p.m.  Motion carried.
