Mayor Franker called the special session to order at 8:00 a.m.

Council members present: Bahl, Kuhl, Salm and Wozniak. Absent: Moody

Also present: Brian James, Scott Peterson, Andy Kromphardt, Tracey Mulcahey, Randy Scholer and other interested citizens.

Agenda.  Kuhl moved, Wozniak seconded to approve the agenda as drafted.  The vote was: ayes – Kuhl, Bahl, Wozniak, Salm; absent – Moody.  Motion carried.

Moody arrived at 8:01 a.m.

Public Comment. No public comment was offered.

Annexation Applications. City Administrator Brian James presented the applications for simultaneous annexation and rezoning to ID Interim Development.

The public hearing was opened regarding annexation and rezoning to ID Interim Development of property at the request of Jean Robillard and Renee Robillard (Parcel Number 0720454001); Frank E. Colony and Margaret J. Colony (Parcel Numbers 0719176001 and 0719151001); Moon Dance L.L.C. (Parcel Number 0720252003); Diana Pratt (Parcel Number 0720252002); Jay R. Davidson and Beverly J. Davidson (Parcel Number 0720251002); Kent D. Gedlinske and Colleen E. Gedlinske (Parcel Number 0720278004); Kristi A. Meyer (Parcel Number 0720301002); Bradford J. City Attorney, Scott Peterson, presented information regarding the application. Randy Scholer from Moyer Bergman was introduced. The applications are 100% voluntary requests.  The items from today’s meeting will be filed in Des Moines today within the thirty day time window.  Peterson updated council regarding the temporary injunction relating to Coralville’s annexation petition.

Moody moved, Kuhl seconded to approve Resolution Number 06-235, A Resolution Approving the Annexation Request of Jean Robillard and Renee Robillard (Parcel Number 0720454001); Frank E. Colony and Margaret J. Colony (Parcel Numbers 0719176001 and 0719151001); Moon Dance L.L.C. (Parcel Number 0720252003); Diana Pratt (Parcel Number 0720252002); Jay R. Davidson and Beverly J.
