NORTH LIBERTY PLANNING COMMISSION
April 7, 2009

Chairman Mausser called the meeting to order at 6:30 p.m.  Commission members present:  Foresman, Frost, Haack, Mausser, Moore, Wilkerson.

OTHERS PRESENT: Dean Wheatley, City Planner, Eric Sittig, Acting City Attorney, Corinne Lemmage, Mary Byers, Deputy City Clerk, Karla Davis, Jason Dumont, Adam Bohr, and other interested citizens.

Moore moved, seconded by Wilkerson, to approve the agenda.  The vote was: ayes—Wilkerson, Moore, Mausser, Frost, Haack, Foresman; nays—none.  Motion carried.

PUBLIC COMMENT: No public comment was received.

THE BOULDERS SUBDIVISION.

This request is to approve a preliminary plat of single-family and duplex lots on land recently down-zoned for those uses.  The request is entirely consistent with the exhibits offered by the developer during the rezoning process.  The overall density of the development is far less than the minimum requirements of the Zoning Ordinance, which are 7,000 square feet for single-family lots and 9,000 for duplex lots in these districts.  This preliminary plat is recommended for approval by city staff with no conditions.

Moore moved, seconded by Haack, to recommend approval of the request of Shelby Builders to approve the preliminary plat of The Boulders Subdivision.  After discussion, the vote was:  ayes—Moore, Frost, Haack, Foresman, Mausser, Wilkerson; nays—none.  Motion carried.

ID Interim Development Ordinance Amendment.

Wheatley presented the amendments to the use table for the ID, Interim Development Zoning District.  The current ordinance does not provide for authorizing operating farms in the city limits.  Staff is proposing a minor amendment that would add Farm Buildings only relating to residential or agricultural uses.

After reviewing the amendment, the commission would like staff to do additional research on the definition of confinement / non-confinement, and if other animals, other than livestock should be addressed.  Staff will research and bring draft back to the commission.

TRASH AND RECYCLING ENCLOSURES.

Wheatley presented the amendments to the Trash and Recycling Enclosures for commercial, industrial, and multi-family zoned areas.

Foresman moved, seconded by Haack, to recommend approval of the ordinance amendment, with amending the materials to be used to also reflect wood slats.  After discussion, the vote was: ayes—Wilkerson, Moore, Mausser, Frost, Haack, Foresman; nays—none.  Motion carried.

MINUTES. Wilkerson moved, seconded by Haack, to approve the March Minutes as amended.  After discussion the vote was: ayes—Wilkerson, Moore, Mausser, Frost, Haack, Foresman; nays—none.  Motion carried.

OLD BUSINESS. None

NEW BUSINESS.  None

CASES UNDER DEVELOPMENT. Wheatley reported that two site plans will be coming up for review.  A Kum and Go Store will be locating at the corners of Penn and Kansas Streets and Lininger Lane; and a small multifamily residential subdivision will be location on the east side of Kansas Avenue.

ADJOURNMENT. Haack moved, seconded by Moore, to adjourn the meeting at 7:20 pm.  All ayes.   Meeting adjourned.
