Mayor Tom Salm called the work session of the City of North Liberty City Council at 8:00 a.m.

Council members present: Bahl, Hoffman, Kuhl, and Wozniak. Absent: Moody.

Others present: City Administrator Ryan Heiar, Assistant City Administrator Tracey Mulcahey, City Planner Dean Wheatley, City Engineer Kevin Trom, Terry Donahue, Bill Mausser, Russ Husted, Dan Skemp, Kerry Fitzpatrick, Kelli Smith, Mitch Beckman, Shelly Simpson, Guy Goldsmith, Coleen Chipman, Shelby Behrens, Laura Bergus, and Jennie Garner.

Agenda. Hoffman moved, Bahl seconded to approve the agenda with the revision that the Capital Improvements Plan would be discussed first before the Parks Plan to see if the consultant would arrive. All ayes. Motion carried.

Proposed Capital Improvements Plan. Mulcahey presented the proposed plan for Fiscal Year 2009. Council, staff, and other interested individuals provided information relating to the proposal. The final report will be incorporated into the City’s budget process.

Parks Comprehensive Plan. City Councilor Wozniak with staff’s assistance provided a summary of the Parks Comprehensive Plan for the City. RDG Planning and Design, the consultant for the process was not present to make the presentation. The final plan will be considered for approval by the Parks and Recreation Commission, the Planning and Zoning Commission, and City Council. Staff has identified some concerns and deficiencies with the end product and proposes making amendments to the document prior to approvals.

At 10:50 a.m. Kuhl moved, Hoffman seconded to adjourn. All ayes. Meeting adjourned.
