February 19, 2008
Work Session

Mayor Tom Salm called the work session to order at 6:33 p.m.

Council Members Present: Chipman, Donahue, Hoffman, Wozniak; absent – Kuhl.

Others present: Ryan Heiar, City Administrator; Tracey Mulcahey, Assistant City Administrator; Dean Wheatley, City Planner, Lori Lindner, Cheryle Caplinger, Arie Hovenkamp, Rachel Gallegos and other interested parties.

Chipman moved, Hoffman seconded to approve the agenda. The vote was: ayes: Donahue, Wozniak, Chipman, Hoffman; absent – Kuhl. Motion passed.

No public comment was offered.

City Administrator Heiar presented the proposed budget for FY 2009. Heiar summarized revenues and expenditures in each fund and provided departmental summaries.

Councilor Kuhl arrived at 6:40 p.m.

Council discussed the budget. The discussion yielded the following:
• Increase in Food Pantry budget of $3,000.00.
• Revision of proposed property tax levy to eliminate general fund deficit. Staff is to create two levy scenarios, one meeting deficit needs and one providing for additional funds for use in increasing fund balances. These scenarios will be provided to Council as soon as possible.

Wheatley presented information regarding costs of development. Donahue presented information regarding population projections in undeveloped land.

The Facilities Study produced by RDG Planning and Design was presented and discussed. Hoffman started the discussion regarding recommendations. Council agreed that through the Strategic Planning process priorities for city facilities will be determined. Staff is working on the proposed Community Center addition.

With regards to old business, Councilor Kuhl heard from two citizens that the city is out of salt. Kuhl inquired regarding FEMA disaster funds for ice storm in December.

City Administrator Heiar and Councilor Chipman are going to Des Moines for Legislative Day.

Under new business, Mayor Salm talked about Chamber Lobbying trip to DC briefly.
At 9:00 p.m., Donahue moved to adjourn, Kuhl seconded. Meeting adjourned.
