NORTH LIBERTY PLANNING COMMISSION
MEETING MINUTES
December 1, 2009
ROLL CALL. At _ p.m., Chairman Mausser called the meeting to order. Commission members present:
Anderson, Detlefsen, Frost, Haack, Mausser, Moore; absent – Wilkerson.
Others present: Ryan Heiar, Dean Wheatley, Tracey Mulcahey, Kevin Trom, Scott Peterson, Corinne
Lemmage, Glenn Siders, Brian Crawford, Brian Wayson, Dick Adams, Dave Smith, Mike Hodge, Kevin
Digman, Paul Anderson and other interested parties.
AGENDA APPROVAL. Moore moved, Frost seconded to approve the agenda. The vote was: ayes –
Haack, Moore, Detlefsen, Mausser, Frost, Anderson; nays – none; absent – Wilkerson. Motion carried.
PUBLIC COMMENT. No public comment was received.
AUTUMN RIDGE, PART 1 – FINAL PLAT.
Staff Review. Wheatley presented the request of Autumn Ridge Partners LC to approve a final plat for
Autumn Ridge Part 1 subdivision. Plat will be held from consideration by City Council until noted items
are completed. Staff recommends approval of the Final Plat.
Applicants Presentation. Brian Crawford, McClure Engineering, presented the final plat and offered to
answer questions.
Public Comments. None were offered.
Questions and Comments from the Commission. The Commission asked about BMPs. Wheatley
reported that BMP stands for Best Management Practices relating to ongoing maintenance of stormwater structures.
Recommendation to City Council. Haack moved, Moore seconded to recommend approval of the
application to the City Council with no recommendations. The vote was: ayes – Anderson, Haack,
Detlefsen, Moore, Mausser, Frost; nays – none; absent – Wilkerson. Motion carried.
CORRIDOR COMMERCIAL SUBDIVISION – PART THREE FINAL PLAT.
Staff Review. Wheatley presented the request of Corridor Commercial Development Company to approve a final plat for Corridor Commercial Subdivision – Part Three. The plat includes the three new lots plus the outlot. The plat will be withheld from Council until the noted items are complete. The plat is recommended for approval by staff.
Applicants Presentation. Paul Anderson, MMS Consultants, presented the final plat application and
offered to answer questions.
Public Comments. No public comments were offered.
Questions and Comments. The Commission discussed the configuration of lots, continuation of the trail
shown on the plat, wetlands, stormwater management, Ashley Court connection, and the temporary
sidewalk from Ashley Court to the trail.
Recommendation to City Council. Moore moved, Mausser seconded to recommend approval with the
conditions being completed. The vote was: ayes – Detlefsen, Mausser, Moore, Frost, Anderson, Haack;
nays – none; absent – Wilkerson. Motion carried.
RCA NORTH LIBERTY LIVING CENTER LP SITE PLAN.
Staff Review. Wheatley presented the request of RCA North Liberty Living Center LP to approve a site
plan for a new senior living development located generally between Highway 965 and the CRANDIC
railroad, north of Forevergreen Road. The developer has been working with the City for six months. The
plan exceeds the masonry requirement. The structure is three stories of residences with below grade
parking.
Applicants Presentation. Paul Anderson introduced the developers and offered to answer questions.
Public Comments. No public comments were received.
Questions and Comments. The Commission discussed parking, garbage pick-up, deliveries, and HVAC
locations.
Recommendation to City Council. Moore moved, Haack seconded to recommend approval of the Site
Plan application for RCA North Liberty Living Center LP. After discussion, the vote was: ayes –
Mausser, Detlefsen, Anderson, Moore, Frost, Haack; nays – none; absent – Wilkerson. Motion carried.
MINUTES. Moore moved, Frost seconded to approve the minutes of the October 6, 2009 Planning
Commission meeting. The vote was: ayes – Frost, Anderson, Haack, Detlefsen, Mausser, Moore; nays –
none; absent – Wilkerson. Motion carried.
OLD BUSINESS. No Old Business was brought forward.
NEW BUSINESS. No New Business was presented.
