North Liberty City Council
January 18, 2011
Special Work Session

Call to order. At 6:30 p.m., Mayor Salm called the Special Work Session of the North Liberty City Council to order. Council members present: Chipman, Donahue, Hoffman, Kuhl, Wayson.

Others present: Ryan Heiar, Tracey Mulcahey, Erika Harper, and Lori Lindner.  

Approval of the Agenda.  Chipman moved, Hoffman seconded to approve the agenda.  After discussion regarding the closed session, the vote was: ayes – Kuhl, Donahue, Wayson, Chipman; nays – Hoffman. Motion carried.

Budget Presentation – FY 2012. City Administrator Heiar presented the proposed FY 2012 Budget. The proposed budget includes maintaining the property tax levy from FY 2011 and maintaining current utility rates.  The budget goal setting session was held in the fall. Department heads were then provided direction to work on their budgets.  The City Administrator and Assistant City Administrator met with individual department heads to revise their budgets to bring them in line with Council goals. Heiar summarized the plan for the evening: present proposed budget, answer any questions, provide clarification and obtain clear direction to finalize the budget.

FY 2012 Budget.
The Council discussed particular issues and concerns regarding the proposed budget. Feedback was received for staff to proceed with a revised budget document.

Strategy Relating to Employment Conditions of City Employees.  At 8:54 p.m., Kuhl moved, Donahue seconded to move into closed session pursuant to Iowa Code Section 21.9 to discuss strategy relating to employment conditions of City employees. The vote was: ayes – Donahue, Chipman, Kuhl, Wayson; nays – Hoffman. Motion carried.

At 9:31 p.m., Chipman moved, Wayson seconded to return to open session. The vote was: ayes – Hoffman, Chipman, Wayson, Donahue, Kuhl; nays – none. Motion carried.

Adjournment.  At 9:32 p.m., Kuhl moved, Wayson seconded to adjourn. All ayes. Meeting adjourned.
