Special Session

Call to order.  At 6:30 p.m., Mayor Salm called the June 16, 2011 Special Session of the North Liberty City Council to order. Council members present: Wayson, Chipman, Donahue (electronically); absent – Hoffman, Kuhl.

Others present: Ryan Heiar, Scott Peterson, Erika Harper, Ken Madole and other interested parties.

Approval of the Agenda.  Wayson moved, Chipman seconded to approve the agenda.  The vote was: ayes – Donahue, Chipman, Wayson; nays – none; absent – Hoffman, Kuhl. Motion carried.

Petition and Special Election.  Mayor Salm opened the public comment section. The Council discussed the proposed setting of a special election. City Attorney Peterson presented some background information regarding the setting of an election on August 2, 2011. Peterson offered new information that has been received since Tuesday’s Council meeting regarding additional requests for change of form of government.  Council discussed the timelines for reprecincting with the election being held on August 2.  Councilor Donahue is concerned with all that is involved to get the precincting done and complications that can happen. Councilor Kuhl expressed concerns with the petition including Mayoral terms and the lack of at large wards. He spoke regarding the geographic size of wards that could result. Councilor Kuhl would like to see a charter commission appointed to review the form of government. Ken Madole clarified that the petition is not for a change of form of government, rather a change in representation. Council further discussed the reprecincting process. Council discussed setting the date for November 8 at the meeting in lieu of the August 2 date.

Kuhl moved, Chipman seconded to approve Resolution Number 11-70, A Resolution authorizing a Special Election to be held on August 2, 2011, for consideration of changing the City Council Representation Plan.  After discussion the vote was: ayes – none; nays – Kuhl, Chipman, Wayson, Donahue. Motion fails.

Adjournment.  At 7:00 p.m., Wayson moved, Chipman seconded to adjourn. All ayes. Meeting adjourned.
