Special Session
Call to order. At 4:30 p.m., Mayor Salm called the August 30, 2011 Special Session of the North Liberty City Council to order. Council members present: Chipman, Donahue, Hoffman (by telephone), Kuhl, Wayson.
Others present: Ryan Heiar, Tracey Mulcahey, Scott Peterson, Erika Harper other interested parties.
Approval of the Agenda. Chipman moved, Kuhl seconded to approve the agenda. The vote was: ayes – Hoffman, Wayson, Kuhl, Donahue, Chipman; nays – none. Motion carried.
2011 Precinct Plan with technical modifications. Heiar explained the updates to the ordinance in that they are technical in nature and in response to reviews from the Iowa Secretary of State and the Johnson County Auditor no changes have been made to the boundaries in the precincts. Councilor Kuhl suggested sending a letter to state elected officials regarding the City’s experience with the Secretary of State and the Johnson County Auditor about process. Councilor Hoffman expressed frustration with the process. Councilor Chipman expressed concern about the extra cost of meetings.
Kuhl moved, Chipman seconded to approve the first consideration of Ordinance Number 11-10, An Ordinance amending Chapter 6 of the North Liberty Code of Ordinances by amending Section 6.07 “Voting Precincts.” The vote was: ayes – Wayson, Kuhl, Donahue, Chipman, Hoffman; nays – none. Motion carried.
Donahue moved, Wayson seconded to waive the requirement to hold separate readings on separate dates as per Iowa Code Section 380.3. After discussion, the vote was: ayes – Kuhl, Donahue, Chipman, Hoffman, Wayson; nays – none. Motion carried.
Kuhl moved, Wayson second consideration of Ordinance Number 11-10, An Ordinance amending Chapter 6 of the North Liberty Code of Ordinances by amending Section 6.07 “Voting Precincts.” The vote was: ayes – Donahue, Chipman, Hoffman, Wayson, Kuhl; nays – none. Motion carried.
Chipman moved, Hoffman seconded to approve the third consideration and adoption of Ordinance Number 11-10, An Ordinance amending Chapter 6 of the North Liberty Code of Ordinances by amending Section 6.07 “Voting Precincts.” The vote was: ayes – Hoffman, Chipman, Wayson, Kuhl, Donahue; nays – none. Motion carried.
Adjournment. At 4:40 p.m., Kuhl moved, Wayson seconded to adjourn. All ayes. Meeting adjourned.
