September 20, 2005
Meeting was called to order by Chairperson Sittig at 6:30 pm.
MEMBERS PRESENT: Leick, Sittig, Smith, Osterholt, Mausser; absent: Diouf
and Shrader.
ALSO PRESENT: Brian James, Kevin Trom, Tom Salm, Robert Burns, Jason
Harder, Travis Alden and other interested citizens.
PUBLIC COMMENT: None.
Request of JDHP to approve the Final Plat for West Lake Addition, Part 5A.
This was originally approved at the September 6, 2005 Planning and Zoning
Commission Meeting as West Lake Addition, Part 5, subject to the required
permits from the DNR being obtained. The reason for the split from West Lake
Addition, Part 5 to Part 5 A and B is because the developer is trying to get
started on the project, but due to the time of the year, he wants to avoid
escrowing money for Public Improvements for the entire lot.
Osterholt moved, seconded by Smith to recommend to City Council approval of West
Lake Addition, Part 5A subject to the required permits from the DNR being
obtained. After discussion, the vote was: ayes—Leick, Sittig, Smith, Osterholt,
Mausser; nays—none; absent—Diouf and Shrader. Motion carried.
Request of JDHP to approve the Final Plat for West Lake Addition, Part 5B.
Osterholt moved, seconded by Mausser, to recommend to City Council approval
of West Lake Addition, Part 5B subject to the required permits from the DNR
being obtained. After discussion, the vote was: ayes—Leick, Sittig, Smith,
Osterholt, Mausser; nays—none; absent—Diouf and Shrader. Motion carried.
Request of Robert P. Burns to approve the Final Plat for Jefferson Addition,
Part Two. Osterholt moved, seconded by Mausser to recommend to City Council
approve of Jefferson Addition, Part Two. After discussion, the vote was:
ayes—Leick, Sittig, Smith, Osterholt, Mausser; nays—none; absent—Diouf and
Shrader. Motion carried.
Request of Robert P. Burns to approve the Site Plan for Lot 1, Jefferson
Addition, Part Two. Osterholt moved, seconded by Smith to recommend to City
Council approval of Jefferson Addition, Part Two, subject to 4 additional trees
being added to the north side of the building (Black Hill Spruce, Autumn Blaze
Ash, Red Oak, Maple) and lights being placed on the rear of each building at the
north and south ends. After discussion, the vote was: ayes—Leick, Sittig, Smith,
Osterholt, Mausser; nays—none; absent—Diouf and Shrader. Motion carried.
Review change to Ordinance 13.20 Solid Waste Disposal Regulations. This
item was tabled till next meeting so staff can do more research.
OLD BUSINESS. The commission recommended that the Penn Street Tree Plan
be passed on to City Council for approval subject to the Note: All trees shall
not be planted in berms; be changed to say: trees shall not be planted in berms.
Adjournment. Osterholt moved, seconded by Smith, to adjourn the meeting
at 7:04 pm.
After the discussion, the vote was: ayes—Leick, Sittig, Smith, Osterholt,
Mausser; nays—none; absent—Diouf and Shrader. Motion carried.
