Recreation Rules
Please note that all Community Center staff are authorized to enforce all facility rules and policies.
North Liberty Community Center
The North Liberty Community Center welcomes all ages and wants to provide an environment/place for all to enjoy. Patron safety and welfare are a top priority and supervision is needed for the young. The community center is the heartbeat of the City, and we strongly promote family use. To minimize recent incidents of unattended children, theft, bullying, fighting, pool safety jumps and disrespectful actions among patrons, towards staff and to the facility, this policy has been revised.
Children must have completed Grade 5 to use the facility without supervision.
- Children in Grade 5 and under must be accompanied by an adult, sibling, sitter who is at least 16 years old for drop-in use or enrolled in a supervised activity/program when using the facility.
- Children in Grade 6 must obtain a Facility Pass and may utilize designated drop-in use areas without supervision. Cannot use track or weight & exercise equipment unless supervised by an adult and pay associated fees.
- Children in Grade 7 & 8 must show a current School ID to obtain a Facility Pass and may utilize the facility on own; except for the weight area in which they must be under the guidance of an adult and pay associated fees.
- Children in Grades 9-12 must show a current School ID to obtain a Facility Pass. May utilize the facility including the weight area and pay associated fees with no adult supervision.
- Facility passes for children in Grade 6-12 must be obtained with a current School ID or by a parent or guardian in person at the North Liberty Community Center during regular business hours.
Facility Pass/Identification: For those children in Grade 6 or older, a Facility Pass must be obtained or presented upon each visit to facility, unless enrolled in a supervised activity/program. The Facility Pass will help identify and monitor usage during free play in the gymnasium, pools, library or community center grounds. Initial passes will be free, a $2 replacement fee will be assessed to all for each new card printed.
- Facility Passes for children in Grade 6-12 must be obtained with a current School ID or by a parent or guardian in person at the North Liberty Community Center during regular business hours.
Loitering/Non-supervised Areas: Appropriate behavior to others, to staff and to the facility is expected and is the responsibility of each person. Rec Staff are present to answer questions, clarify rules and resolve issues that are brought to their attention. Library/Recreation Staff do not have direct supervision of children at all times and in all areas of the facility, loitering and random wandering throughout the facility will not be tolerated. Locker rooms for example should not be a place for kids to hang out.

Patron Discipline Policy: Use of the North Liberty Community Center is a privilege. If patrons are involved in any issue of theft, bullying, fighting and disrespectful actions among patrons, towards staff and to the facility disciplinary action will be enforced.

Cancellations or Changes
The North Liberty Recreation Center Staff reserves the right to change dates, times, locations and fees without notice. If changes are made and participants have a conflict, refunds or credits will be issued.
Expulsion from the Premises
The North Liberty Recreation Center Staff reserves the right to dismiss anyone from a program or the facility without a refund, who in the opinion of the management is disorderly and disruptive.
Refund Policy

• Daily fees and class drop-in fees are non-refundable.
• Membership packages that have expired or will expire in 7 days of refund request are non-refundable..
• Package refund requests will be granted for medical and relocation purposes only at a pro-rated amount.
• Request for program/class refunds must be made at least 3 weekdays prior to the first class meeting between the hours of 8AM-5PM. Refunds for health reasons may be considered. Copy of doctor’s appointment is required.
• Requests must be made in writing to the Recreation Director.
• Credits may be applied to your NLRC account.
• Refunds are processed through City Hall and will be mailed to you. Please allow 3-4 weeks.
Waiver Required
Participants 18 years and older or parents/guardians of participants under 18 years MUST sign a waiver of liability before the participant can attend a program. In registering for recreation programs and facility packages, each participant realizes the inherent risks involved in the program and appreciates the nature of these tasks. Participants, children, heirs, executors and administrators waiver and release any and all rights and claims for damages against the City of North Liberty and its representatives, successors, and holds the City of North Liberty harmless for any damage and injuries caused by participation in these programs and activities. The City provides no medical insurance.
Participants registering for activities of strenuous nature are encouraged to seek physician’s approval.

Residents vs. Non-Residents
Through their property taxes, City of North Liberty residents make a significant financial contribution to the North Liberty Community Center. The non-resident concept is intended to equalize fees to our non-resident participants so they contribute to the overall financing of the department on an equitable basis with our residents. Non-residents pay $5 more than residents on most programs and rentals. Non-resident pool passes also cost more than resident pool passes. Residents are those who reside in the 52317 zip code (PO boxes are not valid).Please be prepared to show proof of current identification/residency when registering for programs and obtaining memberships.
Facility Drop-in Use Parameters
Facility Pass
- For children in Grade 6 or older, a Facility pass must be obtained and presented upon each visit to the facility, unless enrolled in a supervised activity/program.
- Children in Grade 5 or under must be accompanied by adult or enrolled in a supervised activity / program.
Areas of Use
- Drop-in use areas free of charge are the library & gymnasiums and outdoor playground.
- Appropriate fees and rules apply when using the pools, track and weight & exercise area.
- Non-use areas include locker rooms, meeting rooms, Gerdin Conference Center and maintenance areas.
Disciplinary Action
If expectations are not met, Staff will follow up with disciplinary steps.
- Loss of privileges for the day. Continuous disrespect to staff will lead to additional days to a week expulsion.
- Loss of privileges and police contacted for incidents of destruction of property, threats, theft, physical contact and physical abuse. Depending on severity, one can be expelled for months, years or lifetime ban. Incident report, video and police reports will document these incidents.
- Loss of privileges will be enforced for specified time.
- Individuals and parents must meet with Review Board prior to return to use of facility. Discussion will include activating facility pass, reviewing areas of use, expectations in doing the right thing, steps to take if put in similar position, and consequences of unacceptable behavior for repeat offenders.
Expectations
- Everyone knows right from wrong – do the right thing.
- Walk away and inform staff; do not retaliate, take things into your own hands or be guilty by association.
- Respect the facility; do not damage or misuse equipment, no graffiti, restitution for repairs/damages.
- Respect staff and other patrons; no swearing, bullying, fighting or stealing to others.
- Use of this facility is a privilege, fun; don’t ruin your chances! If kicked out, means no use of Library, Rec Center, Pool or grounds.
