Call to order
Mayor Terry Donahue called the August 22, 2017 Regular Session of the North Liberty City Council to order. Councilors present: Chris Hoffman, Annie Pollock, Jim Sayre and Brian Wayson; absent – Sarah Madsen

Others present: Ryan Heiar, Tracey Mulcahey, Scott Peterson, Kevin Trom, Dean Wheatley, Megan Benischek, Tom Palmer, Adam Hahn, Tracey Achenbach and Laurel Vanwilligen and other interested parties.

Approval of the Agenda
Wayson moved, Hoffman seconded to approve the agenda. The vote was all ayes. Agenda approved.

Consent Agenda

Public Comment
Tracey Achenbach, Housing Trust Fund of Johnson County, thanked the Council for their support. She invited Council to the Housing Trust Fund’s annual meeting on Friday. Laurel Vanwilligen spoke regarding concerns she has had with Alliant Energy as her electric provider.

City Planner Report
City Planner Dean Wheatley presented an update on transit to Council. Council discussed the report with Wheatley.

City Engineer Report
City Engineer Kevin Trom reported that the Forevergreen Road/I380 interchange project preconstruction meeting is tomorrow at the IDOT District office. The water system improvements project is moving along. Construction is focused on the building. A progress meeting is scheduled for next week. The City is awaiting comments from IDOT on the Highway 965, Phase 3 Project. Shive-Hattery is working on a video for the project. The North Liberty Road contractor hit two areas with really bad soils. The city will likely see a change order to eliminate the poor soils. 68% of working days have been used with 70% of work completed. The Penn Street Project has been completed. After the final walk through, the project will be closed out. The contractor used 76% of the working days. The contractor on the water storage/maintenance/brine building has completed the foundation and is working on backfilling. He will be attending the Iowa Post Construction Stormwater Conference on Thursday and Friday. Council discussed the report with Trom.

City Attorney Report
City Attorney Scott Peterson reported he is working on easements and acquisitions for the Highway 965 Project. There are three more projects requiring easements in the near future.

Assistant City Administrator Report
Assistant City Administrator Tracey Mulcahey reported on the Grow it, Cook it program that the City helped sponsor, the stormwater conference on Thursday and Friday and the Housing Trust Fund Annual meeting on Friday.

City Administrator Report
City Administrator Ryan Heiar reported that the RFQ process is moving along. Seven proposals were received. The selection team is meeting this week. The team anticipates bringing the recommendation to the September 12 meeting. Heiar reported that he hopes to make an announcement on the hiring of the Fire Chief in the next week. Heiar reported on the numerous planning efforts in place for tomorrow, the first day of school. Council discussed the report with Heiar.

Mayor Report
Mayor Donahue reported that he attended the Mid-sized Cities meeting in Des Moines last week. Topics presented include economic development, Senator Ernst update, local/state issues, backfill and water quality. Donahue met with Chuck Finnegan, LL Pelling. The open house for Psychiatric Associates is August 23 from 4 – 6. Mayor Donahue is speaking at the Stormwater conference on Thursday. He has received a lot of calls and emails on lighting on Dubuque Street. He would like the city to take a look at it to see what can be done. He commended Councilor Sayre for covering the Ranshaw Way renaming.

Street Finance Report – FY 2017
Mulcahey presented information on the report. Pollock moved, Hoffman seconded to approve Resolution Number 2017-98, A Resolution approving the City Street Financial Report for the Fiscal Year ending June 30, 2017. The vote was: ayes – Wayson, Pollock, Sayre, Hoffman; nays – none. Motion carried.

SRF Sponsored Water Quality Project
Heiar presented information regarding the project. Hoffman moved, Wayson seconded to approve Resolution Number 2017-99, A Resolution approving the final acceptance of the SRF Sponsored Water Quality Project. After discussion, the vote was: ayes – Sayre, Hoffman, Pollock, Wayson; nays – none. Motion carried.

Penn Street ICAAP Project
Heiar presented information on the Penn Street Project. Hoffman moved, Pollock seconded to approve Resolution Number 2017-100, A Resolution approving the final acceptance of the Penn Street ICAAP Project. After discussion, the vote was: ayes – Wayson, Hoffman, Sayre, Pollock; nays – none. Motion carried.

RISE Project
Heiar presented information on the RISE Project. Hoffman moved, Wayson seconded to approve Resolution Number 2017-101, A Resolution approving the Agreement for a Revitalize Iowa’s Sound Economy Program (RISE) between the Iowa Department of Transportation and the City of North Liberty, Iowa regarding the Kansas Avenue Project (Agreement No. 2018-R-001). Peterson presented information on the agreement. Fats, Oil and Greases Ordinance Amendment
Palmer presented information on the updated ordinance. At 7:27 p.m., Mayor Donahue opened the public hearing regarding proposed ordinance amendment to update the fats, oil and grease requirements. No oral or written comments were received. The public hearing was closed.

Hoffman moved, Sayre seconded to approve the first consideration of Ordinance Number 2017-10, an Ordinance amending Chapter 97 of the North Liberty Code of Ordinances amending Sections 97.03, 97.04, 97.08 and 97.09 to establish regulations for fats, oil and grease discharge. After discussion, the vote was: ayes – Hoffman, Sayre, Wayson, Pollock; nays – none. Motion carried.

Old Business
Councilor Pollock attended the Liberty High school open house, Salute to Summer, and Porchfest. Wheatley reported that the planning commission held a special mid-month meeting to review outdoor eating facility.

New Business
Councilor Wayson reported on the trail light review. Council discussed the trail lights.

Mayor Donahue adjourned the meeting at 7:32 p.m.
