City Council
February 8, 2022
Regular Session

Call to order
Mayor Chris Hoffman called the February 8, 2022 Regular Session of the North Liberty City
Council to order at 6:34 p.m. Councilors present: RaQuishia Harrington, Erek Sittig, Brent Smith,
Brian Wayson; absent –none.
Others present: Ryan Heiar, Tracey Mulcahey, Ryan Rusnak, Kevin Trom, Grant Lientz, Natalie
Oppedal and other interested parties.

Approval of the Agenda
Harrington moved; Wayson seconded to approve the agenda with removal of the Colony 1927
annexation. The vote was all ayes. Agenda approved.

Consent Agenda
Smith moved, Sittig seconded to approve the Consent Agenda including the City Council Minutes
from the Regular Session on January 25, 2022; the attached list of claims; Centennial Park Loop
Road Project, Pay Application Number 4, All American Concrete, Inc., $17,161.75; Aquatic Center
Pool Water Heater Replacement Project, Pay Application Number 5R, Tricon General
Construction, $16,736.89; and Aquatic Center Pool Water Heater Replacement Project, Change
Order Number 2, Tricon General Construction, $12,791.68. The vote was all ayes. Consent Agenda
approved.

Public Comment
No public comment was offered.

City Engineer Report
City Engineer Trom reported that the electrical contractor is continuing to work on Ranshaw Way.
The Centennial Park Loop Drive project contractor has stopped work for the winter. The Dubuque
Street Project has a preliminary schedule with a start date of March 28, dependent on weather.
There will be one more neighborhood meeting between the preconstruction meeting and the
start of construction. The Pool Heater Project is complete on the indoor pool, but the contractor
is still waiting on the second heat exchanger for the outdoor pool. The City Hall Project will be
updated tonight. The Jones Boulevard design 70% complete submittal has been provided to staff
with a review meeting on February 14.

City Administrator Report
City Administrator Heiar reported that the building at the Dubuque Street and Front Street
intersection will be torn down on February 14. The North Liberty Leader will cease operations on
February 10. Staff is investigating options. Heiar and Mulcahey will be meeting with the Housing
Trust Fund to learn about affordable housing options for using ARPA funds.

Mayor Report
Mayor Hoffman offered thanks to Jillian Miller and Guy Goldsmith for Beat the Bitter events. He
reminded all that a special election will be held to fill the Council vacancy. Applications for
candidates are due to the County Auditor by February 18. The election will be March 15 at the North
Liberty Recreation Center. He encouraged all to check out the Connected to Tomorrow link on
the City’s webpage, northlibertyiowa.org. He read the proclamation for 02/22/2022, Wrestling
Appreciation Day.

Council Reports
Councilor Smith reported on the 5K on Saturday evening at Beat the Bitter. He thanked Jillian
Miller for her work on the event. Councilor Sittig offered positive thoughts on the Beat the Bitter
5Kish. Councilor Wayson stated that the Beat the Bitter fireworks were quite spectacular as were
the ice sculptures. He reported on the MPOJC meeting and the EMA meeting. Councilor
Harrington commented on Beat the Bitter bringing others to the community.

Wage Theft Proposal
Mazahir Salih, Kaley, Greg Hearns and Shelton Stromquist representing the Center for Worker
Justice presented information on wage theft in North Liberty and Johnson County. They asked
the Council for $7,000 per year for the next five years to hire a Wage Theft specialist. Council
discussed the proposal with CWJ representatives. The consensus was to support the program.
City Administration Campus Update
Kevin Trom and Natalie Oppedal from Shive-Hattery presented an update on City Administration
Campus design. Council discussed the design with Shive-Hattery staff.

Community Center Facility Plan
Smith moved, Wayson seconded to approve Resolution Number 2022-10, A Resolution approving
the Services Agreement between the City of North Liberty and Shive-Hattery, Inc. for the
Community Center Facility Plan. After discussion, the vote was: ayes – Sittig, Harrington, Smith,
Wayson; nays -none. Motion carried.

Community Center Roof Replacement Project
Harrington moved, Sittig seconded to approve Resolution Number 2022-11, A Resolution
approving the Services Agreement between the City of North Liberty and Shive-Hattery, Inc. for
the Community Center Roof Replacement Project. After discussion, the vote was: ayes –
Harrington, Smith, Wayson, Sittig; nays -none. Motion carried.

Watts Rezoning
Sittig moved, Smith seconded to approve the second consideration of Ordinance Number 2022-
01, An Ordinance amending Chapter 167 of the North Liberty Code of Ordinances by amending

New Business
Councilor Sittig is on the North Liberty Pantry Board. He reported that the pantry is in dire need
of volunteers.
