City Hall Closed Wednesday, April 24, for Move

City Hall will be closed on Wednesday, April 24, 2024, so staff can move from the current, leased offices to the new, permanent building.

The final day of operations at 3 Quail Creek Center will be Tuesday, April 23.

City Hall will reopen at 360 N. Main St. at 7 a.m. on Thursday, April 25.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

January 11, 2022
Regular Session

Call to order
Mayor Chris Hoffman called the January 11, 2022 Regular Session of the North Liberty City Council
to order at 6:30 p.m. Councilors present: RaQuishia Harrington, Erek Sittig, Brent Smith, Brian
Wayson; absent –none.
Others present: Ryan Heiar, Tracey Mulcahey, Ryan Rusnak, Kevin Trom and other interested
parties.

Approval of the Agenda
Harrington moved; Wayson seconded to approve the agenda. The vote was all ayes. Agenda
approved.

Consent Agenda
Smith moved, Harrington seconded to approve the Consent Agenda including the City Council
Minutes from December 14, 2021; the attached list of Claims; Ranshaw Way Phase 5 Improvements
Project, Peterson Contractors, Inc., Pay Application Number 9, $190,952.74; Forevergreen Trail
Improvements Project, TK Concrete, Inc., Pay Application Number 2, $4,988.00; Forevergreen
Trail Improvements Project, TK Concrete, Inc., Final Acceptance of the Project; and Aquatic

Public Comment

City Engineer Report
City Engineer Trom reported that Ranshaw Way Phase 5 is in winter shut down now. If work
restarts, outside lanes will close. The Dubuque Street Phase 1 contractor has received the contract
documents.

City Administrator Report
City Administrator Heiar reported that the city will be celebrating Dr. Martin Luther King Jr. Day
next Monday. The budget work session is Tuesday, January 18 at 5:30 p.m. The North Liberty
Community Pantry agreement will be on the January 25 agenda. The updated Zoning Code
amendment will be on the January 25 agenda, also.

Mayor Report
Mayor Hoffman appointed Council Brian Wayson as Mayor Pro Tem. Mayor Hoffman expressed
thanks for support of the community. He made a presentation of gratitude for the community,
staff and Council and offered his plan for his new role as Mayor. He thanked Mayor Donahue for
help in the transition. He offered a Beat the Bitter update. The Comprehensive Plan Update
roundtable is scheduled for next Wednesday, January 19 at 6:00 p.m. He will be attending Mayor
training through the Iowa League of Cities.

JCDOG Pac
Mayor Hoffman updated on the letter provided by the Johnson County DOG Pac. Their total
contribution to date is $80,000 with $120,000 remaining.

Bowman Property LLC Rezoning
Harrington moved, Smith seconded to approve the third consideration and adoption of Ordinance
Number 2021-18, An Ordinance amending Chapter 167 of the North Liberty Code of Ordinances

Council Vacancy
City Attorney Lientz provided information on filling the vacancy. Council discussed the
information provided. Cost estimate for voting center vs. all precincts open. Council will take this
issue back up at the next regular meeting, January 25, with the information about cost estimates
for a voting center versus having all precincts open.

Urban Renewal Plan Amendment
At 7:03 p.m., Mayor Hoffman opened the Public Hearing on proposal to enter into a General
Obligation Urban Renewal Loan Agreement. No oral or written comments were received. The
public hearing was closed.
Wayson moved, Smith seconded to approve Resolution Number 2022-01, A Resolution taking
additional action on proposal to enter into General Obligation Urban Renewal Loan Agreement.
After discussion, the vote was: ayes – Harrington, Smith, Wayson, Sittig; nays – none. Motion
carried.

Green Conditional Use – County
Rusnak presented information on the application. Sittig moved, Harrington seconded to approve
Resolution Number 2022-02, A Resolution regarding the review of the Green Conditional Use
Application, Johnson County, Iowa. After discussion, the vote was: ayes – Smith, Harrington,
Wayson, Sittig; nays – none. Motion carried.

Shared Power Agreement
Heiar presented information on the agreement. Harrington moved, Sittig seconded to approve
Resolution Number 2022-03, A Resolution approving the Agreement regarding Electrical
Backfeed Hazards between the City of North Liberty and South Slope Cooperative Telephone
Company. After discussion, the vote was: ayes – Sittig, Wayson, Harrington, Smith; nays – none.
Motion carried.

Old Business
No old business was presented.

New Business
Mayor Hoffman updated Council on I380 emails. He encouraged council to share events amongst
themselves. Councilor Harrington reported that the library is hosting Dr. Martin Luther King Jr.
Day events and a job fair. Councilor Sittig thanked all for the warm welcome to the new position.

Adjournment
Mayor Hoffman adjourned the meeting at 7:11 p.m.
