Minutes

Call to order 

Mayor Pro Tem Wayson called the July 9, 2024, Regular Session of the North Liberty City Council to order at 6:00 p.m. in Council Chambers at 360 N. Main Street. Councilors present:  Brian Leibold, Paul Park, Erek Sittig, Brent Smith, and Brian Wayson; absent – Mayor Chris Hoffman.

 

Others present: Ryan Heiar, Tracey Mulcahey, Grant Lientz, Josiah Bilskemper, Randy Belknap, and other interested parties.

 

Approval of the Agenda

Smith moved; Sittig seconded to approve the agenda. The vote was all ayes. Agenda approved.

 

Consent Agenda

Sittig moved, Leibold seconded to approve the Consent Agenda including the City Council Minutes, Regular Session, June 25, 2024; Streets & Maintenance Facility – Interior Remodel, Peak Construction Group, Inc., Change Order Number 1, $11,263.79; Penn Street Railroad Crossing Project, Midwest Concrete, Inc., Change Order Number 1, $2,000.00; Penn Street Railroad Crossing Project, Midwest Concrete, Inc., Pay Application Number 1, $167,707.77; West Penn Street Improvements Project, Peterson Contractors, Inc., Pay Application Number 3, $617,865.06; and the attached list of Claims.  After discussion, the vote was all ayes. Consent Agenda approved.

 

Public Comment

Randy Belknap offered thanks to the elected officials that came out and visited the property.  He encouraged council to review an alternative route for the trail.

 

City Engineer Report

City Engineer Bilskemper reported on the Fox Run Pond Trail Project, West Penn Street Project, and Forevergreen Road Signalization Project.

 

City Administrator Report

City Administrator Heiar reported on social service applications and the scoring rubric. Grants will be considered at the August 13 meeting with agreements on the August 27 meeting.  The Centennial Center groundbreaking was a great turnout.  Blues and BBQ is this weekend.

 

Mayor Report

There was no Mayor Report.

 

Council Reports

Councilor Wayson attended the groundbreaking.  Councilor Sittig attended the groundbreaking, Palestra ribbon cutting, and attended fireworks Wednesday night. Councilor Park attended the groundbreaking, Palestra ribbon cutting, sneak peak of Pizza Ranch and Bowl Dogs, and fireworks. Councilor Leibold attended the groundbreaking ceremony, fireworks, and flag retirement ceremony at Club 76.  He offered good luck to all teams competing in state softball and baseball tournaments.

 

Alcohol and Public Places Ordinance

Mayor Pro Tem Wayson opened the public hearing regarding proposed Alcohol and Public Places Ordinance at 6:12 p.m.  No oral or written comments were received. The public hearing was closed at 6:12 p.m.

 

Leibold moved, Park seconded to approve the first consideration of Ordinance Number 2024-06, An Ordinance amending Chapters 45 and 47 of the North Liberty Code of Ordinances regarding the consumption and sale of alcohol in authorized public areas. After discussion the vote was: ayes – Sittig, Wayson, Smith, Park, Leibold; nays – none. Motion carried.

 

The Sanctuary at North Bend Preliminary Plat

Bilskemper reported that staff and the Planning Commission recommend approval with no conditions.

 

Park moved, Smith seconded to approve Resolution Number 2024-75, A Resolution approving the Preliminary Plat for the Sanctuary at North Bend, North Liberty, Iowa. The vote was: ayes – Smith, Sittig, Wayson, Park, Leibold; nays – none. Motion carried.

 

Wayfinding Proposal

Smith moved, Park seconded to approve Resolution Number 2024-76, A Resolution approving the Proposal for Signage Wayfinding Assessment and Needs Analysis between Guide Studio and the City of North Liberty. After discussion, the vote was: ayes – Wayson, Park, Smith, Sittig, Leibold; nays – none. Motion carried.

 

Shive Hattery Project Agreements

Sittig moved, Leibold seconded to approve Resolution Number 2024-77, A Resolution approving the Services Agreement between the City of North Liberty and Shive-Hattery, Inc. for the Freedom Park Trail Improvements Project. After discussion, the vote was: ayes – Sittig, Leibold, Smith, Wayson, Park; nays – none. Motion carried.

Smith moved, Sittig seconded to approve Resolution Number 2024-79, A Resolution approving the Temporary Construction Easement Agreement between Barbara A. Iowa DOT Detour Route Funding Agreement

Park moved, Sittig seconded to approve Resolution Number 2024-80, A Resolution approving the Agreement for DOT-Initiated Detour of Primary Highways onto Local Roads between the City of North Liberty and the Iowa Department of Transportation. After discussion, the vote was: ayes – Wayson, Smith, Park, Sittig, Leibold; nays – none. Motion carried.

 

Old Business

Councilor Wayson offered a reminder about the concert series at Ranshaw House.  Councilor Sittig reported that Blues & BBQ is on Saturday.

 

New Business

No new business was offered.

Sittig moved; Smith seconded to adjourn at 6:25 p.m. The vote was all ayes. Meeting adjourned.
