City Hall Closed Wednesday, April 24, for Move

City Hall will be closed on Wednesday, April 24, 2024, so staff can move from the current, leased offices to the new, permanent building.

The final day of operations at 3 Quail Creek Center will be Tuesday, April 23.

City Hall will reopen at 360 N. Main St. at 7 a.m. on Thursday, April 25.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

Minutes

Call to order
Mayor Terry Donahue called the October 10, 2017 Regular Session of the North Liberty City Council to order at 6:30 p.m. Councilors present: Chris Hoffman, Sarah Madsen, Annie Pollock (by phone); absent: Jim Sayre and Brian Wayson.

Others present: Ryan Heiar, Tracey Mulcahey, Scott Peterson, Kevin Trom, Dean Wheatley, Megan Benischek, Mike Bails and other interested parties.

Approval of the Agenda
Madsen moved, Hoffman seconded to approve the agenda with modifications including removal of staff reports and the fee resolution for Fats, Oil and Grease program. The vote was all ayes. Agenda approved.

Consent Agenda
Pollock moved, Hoffman seconded to approve the Consent Agenda including City Council Minutes from the Regular Session on September 26, 2017; the attached list of Claims; Pay Application Number 12 for the Phase I, Water Treatment System Improvements Division 1 – Water Treatment Plant to Portzen Construction, Inc. in the amount of $1,206,466.71; Change Order Number 7 for the Phase I, Water Treatment System Improvements Division 1 – Water Treatment Plant to Portzen Construction, Inc. in the amount of $8,895.00; Pay Application Number 25R for the Phase II WWTP Improvements to Tricon Construction Group in the amount of $71,972.38; and Pay Application Number 8 for the North Liberty Road Improvements Project to Metro Pavers in the amount of $195,375.78. The vote was all ayes. Consent Agenda approved.

Lot 20, Dahnovan Estates Site Plan
Wheatley reported that staff and the Commission recommend approval of the application. Council discussed the application with staff.

Mike Bails was present for the applicant and offered to answer questions.

Hoffman moved, Madsen seconded to approve Resolution Number 2017-112, A Resolution Approving the Development Site Plan for Lot 20, Dahnovan Estates, North Liberty, Iowa. The vote was: ayes- Pollock, Hoffman, Madsen; nays – none. Motion carried.

Highway 965, Phase 3
Peterson presented information regarding the easements. Council discussed the easements with staff. Madsen moved, Hoffman seconded to approve Resolution Number 2017-113, A Resolution approving the Temporary Construction Easement Agreements and Public Easement Agreements for the Highway 965 (Ranshaw Way), Phase 3 Improvement Project between numerous property owners and the City of North Liberty, Johnson County, Iowa. The vote was: ayes – Madsen, Pollock, Hoffman; nays – none. Motion carried.

Liberty High School Parade – Road Closure
Heiar presented information on the application. Madsen moved, Hoffman seconded to approve Resolution Number 2017-115, A Resolution authorizing Temporary Street Closings in connection with the Liberty Fest Parade on October 17, 2017. The vote was: ayes – Hoffman, Madsen, Pollock; nays – none. Motion carried.

Mayor Report
Mayor Donahue reported that Hall of Fame applications are due by close of business on October 20 and the Library’s waffle breakfast is Saturday morning.

Mayor Donahue adjourned the meeting at 6:48 p.m.
