June 2, 2015
Roll Call
At 6:30 p.m., Chair Detlefsen called the June 2, 2015 Planning Commission meeting to order. Commission members present: Bleil, Covert, Detlefsen, Gebhart, Heisler, Pentecost, Sayre.
Others present: Dean Wheatley, Ryan Heiar, Tracey Mulcahey, Scott Peterson, Kevin Trom, Stefan Juran, Duane Musser and other interested parties.
Agenda Approval
Sayre moved, Bleil seconded to approve the agenda with the amendment that the Linn County REC/Life Church item to just a preliminary plat. The vote was all ayes. Agenda approved.

Ahern Rezoning
Staff Presentation
Wheatley presented the request of Wayne Ahern to approve a rezoning of property from I-1 (Industrial) to C-2-A (Commercial), for property located at the northeast corner of West Penn Street and Liberty Way. Staff recommends approval.

Recommendation to the City Council
Covert moved, Gebhart seconded to recommend approval of the Ahern Rezoning Request to the City Council with no conditions. The vote was: ayes – Bleil, Pentecost, Covert, Detlefsen, Sayre, Gebhart, Heisler; nays – none. Motion carried.
Wayne Ahern Revised Site Plan
Staff Presentation
Wheatley presented the request of Wayne Ahern to approve a revised site plan for property located at the northeast corner of West Penn Street and Liberty Way. Staff recommends approval of this application.

The Commission discussed the storm water management plan and the timeline of the storm water project.
Recommendation to the City Council
Heisler moved, Covert seconded to recommend approval of Wayne Ahern’s Revised Site Plan application to the City Council with no conditions. The vote was: ayes – Gebhart, Pentecost, Heisler, Bleil, Sayre, Detlefsen, Covert; nays – none. Motion carried.
Linn County REC and Life Church Assembly of God Preliminary Plat
Staff Presentation
Wheatley presented the request of Linn County REC and Life Church Assembly of God to approve a 2-lot preliminary plat for property zoned ID and located on the south side of East Penn Street, east of Arlington Ridge subdivision. Staff recommends approval of the application.
Applicant’s Presentation
Duane Musser, MMS Consultants, presented additional information regarding the preliminary plat. A substation for Linn County REC will be located on this site.

The Commission discussed the sharing of the cost of roadway and sidewalk improvements and deleting a comment from a previous agreement.
Recommendation to the City Council
Bleil moved, Pentecost seconded to recommend approval of Linn County REC and Life Church Assembly of God Preliminary Plat with the staff recommendations. The vote was: ayes – Covert, Bleil, Sayre, Pentecost, Detlefsen, Heisler, Gebhart; nays – none. Motion carried.
Dahnovan Estates Preliminary Plat
Staff Presentation
Wheatley presented the request of Roller Development LLC to approve a preliminary plat, Dahnovan Estates, for property previously rezoned and located just west of the new Liberty High School, across North Liberty Road. Staff recommends approval of the application with notes.

Covert moved, Bleil seconded to recommend approval of Dahnovan Estates Preliminary Plat with no conditions. The vote was: ayes- Heisler, Gebhart, Sayre, Pentecost, Bleil, Covert, Detlefsen; nays – none. Motion carried.
Liberty’s Gate – Part Twelve Preliminary and Final Plat

Staff Presentation
Wheatley presented the request of Prime Ventures, Inc. to approve a mixed-use residential and commercial site plan, for property located at the southwest corner of Kansas Avenue and Madison Avenue. Staff recommends approval.
Applicant’s Presentation
Duane Musser, MMS Consultants, presented additional information about the application. The Commission discussed the air conditioning unit locations on the property.

Questions and Comments
The Commission discussed the PAD agreement, the maximum build out of the lot, bedroom numbers in the units and the quality of the design.
Recommendation to the City Council
Bleil moved, Covert seconded to recommend approval of Prime Ventures, Inc. PAD Site Plan to the City Council with no conditions. The vote was: ayes – Detlefsen, Sayre, Bleil, Covert, Heisler, Gebhart, Pentecost; nays – none. Motion carried.
Approval of Previous Minutes
Covert moved, Gebhart seconded to approve the minutes of the May 5, 2015 Planning Commission meeting. The vote was all ayes. Minutes approved.
Old Business
No old business was offered.
New Business
Wheatley reported he has received one case for July’s meeting. It is a rezoning for single family residential directly north of the Liberty High School development.
