City Hall Closed Wednesday, April 24, for Move

City Hall will be closed on Wednesday, April 24, 2024, so staff can move from the current, leased offices to the new, permanent building.

The final day of operations at 3 Quail Creek Center will be Tuesday, April 23.

City Hall will reopen at 360 N. Main St. at 7 a.m. on Thursday, April 25.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

Minutes

Roll Call
At 6:30 p.m., City Clerk Tracey Mulcahey called the March 5, 2019 Session of the North Liberty
Planning Commission to order. Commission members present: Adam Gebhart, Rebecca Keogh, Kylie
Pentecost and Patrick Staber; absent: Jennifer Bleil, Ronda Detlefsen, Jason Heisler.
Others present: Dean Wheatley, Ryan Heiar, Tracey Mulcahey, Joel Miller and other interested
parties.
With the Chair and Vice-Chair absent, Keogh moved, Staber seconded to appoint Kylie Pentecost as
the Interim Chair for this meeting. The vote was all ayes. Motion approved.

Agenda Approval
Keogh moved, Staber seconded to approve the agenda with removal of the Commercial Land Use
discussion. The vote was all ayes. Agenda approved.

Iowa City Community School District Preliminary Plat
Staff Presentation
Wheatley presented the request of the Iowa City Community School District to approve a one-lot plat
for the new Grant Elementary school site on North Front Street across from the South Slope offices.

No applicant presentation was offered.

No public comments were offered.
Questions and Comments
The Commission discussed the application including the memo and the right of way vacation.
Recommendation to the City Council
Gebhart moved, Staber seconded to recommend approval of the Preliminary Plat application with no
conditions to the City Council. The vote was: ayes –Keogh, Staber, Gebhart, Pentecost; nays – none.
Motion carried.
Fence Zoning Ordinance Amendment
Staff Presentation
Wheatley presented the request of staff to consider an amendment limiting the use of barbed wire
and electric fences.
Public Comments
No public comments were offered.
Questions and Comments
The Commission discussed the application including wire around the maintenance plant, golf course
fencing and Goats on the Go.
Recommendation to the City Council
Gebhart moved, Keogh seconded to recommend approval of the ordinance amendments with no
conditions to the City Council. The vote was: ayes – Staber, Gebhart, Pentecost, Keogh; nays – none.
Motion carried.
Approval of previous minutes
Staber moved, Gebhart seconded to approve the minutes of the February 5, 2019 Planning
Commission meeting. The vote was all ayes. Minutes approved.
Old and new Business
Wheatley reported that the mixed-use development out by GEICO is under construction. Grading is
happening in The Preserve. Staff is reviewing a site plan for a large multi-family development that
includes side by side townhouses.
Adjournment
At 6:45 p.m., Staber moved, Gebhart seconded to adjourn. The vote was all ayes. Meeting adjourned.
