City Hall Closed Wednesday, April 24, for Move

City Hall will be closed on Wednesday, April 24, 2024, so staff can move from the current, leased offices to the new, permanent building.

The final day of operations at 3 Quail Creek Center will be Tuesday, April 23.

City Hall will reopen at 360 N. Main St. at 7 a.m. on Thursday, April 25.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

Outdoor Warning Siren

RFP Overview

The City of North Liberty will be soliciting bids for the purchase and installation of one outdoor warning siren and associated items at the property located close to the intersection of Pheasant Lane and Scales Bend. The project comprises of the following mandatory minimum items:

  1. Whelen Engineering WPS-2910 Omni Directional Siren producing no less than 129dB with ten (10) omni-directional cells equipped with ten (10) 400 watt speaker drivers.
  2. Whelen Engineering Type III aluminum cabinet with pull out battery trays, 10 amplifiers, 2 motherboards, 1 ESC2030 controller and 1 RDVM1G voice card.
  3. 90 watt solar panel, aluminum bracket, cable and Whelen Solar Regulator.
  4. Whelen Standard Omni-Directional 3dB Gain Antenna with Ground Plane.
  5. Whelen WPS-2900 series pole mounting bracket.
  6. Four (4) Interstate 31-MHD batteries.
  7. 55 foot Class 2 Wood Pole.
  8. All site work and associated costs/permits.
  9. All costs of installation and purchase.
  10. Integration of new siren into the current Whelen Watchdog & E1000 software.

This project is being supported with funds from the Iowa Department Homeland Security and Emergency Management (HSEMD). Vendor must demonstrate that they are not suspended or debarred based upon their status at time of award via;

Sealed bids for the Outdoor Warning Siren project will be received by Tracey Mulcahey at 3 Quail Creek Circle, North Liberty, Iowa 52317 until 0900 Monday, September 13, 2021, and then at said office publicly opened and read aloud. Due to COVID-19, electronically submitted bids will be acceptable to [email protected].  Any person with disability requiring special accommodations must contact Tracey Mulcahey no later than 7 days prior to the bid opening.
