City Hall will be closed on Wednesday, April 24, 2024, so staff can move from the current, leased offices to the new, permanent building.

The final day of operations at 3 Quail Creek Center will be Tuesday, April 23.

City Hall will reopen at 360 N. Main St. at 7 a.m. on Thursday, April 25.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

RFP Overview

NOTICE TO BIDDERS FOR THE SW GROWTH AREA WATER & SANITARY SEWER EXTENSIONS IN AND FOR THE CITY OF NORTH LIBERTY, IOWA.

Sealed proposals, subject to the conditions contained herein, will be received by the City Clerk of the City of North Liberty, Iowa, at said office in the North Liberty Administration Building, 3 Quail Creek Circle, North Liberty, Iowa, until 10:00 o’clock A.M. on the 3RD day of March, 2020, for the construction of the SW Growth Area Water & Sanitary Sewer Extensions, North Liberty, Iowa, and as hereinafter described in general and as described in detail in the plans and specifications now on file in the Office of the City Administrator, North Liberty, Iowa.  Proposals will be opened and read aloud immediately following 10:00 a.m. on the same day in the Administration Building, North Liberty, Iowa.

The extent of the work involved is the furnishing of labor, equipment and new materials for the construction of the Improvements.  The work is generally described as follows:

Construction of sanitary sewer and water main to serve the southwest growth area, generally consisting of approximately: 1,738 LF of 12” water main; 1,577 LF of 18” sanitary sewer; 268 LF of 8” through 15” sanitary sewer; and all associated work.  Work includes trenchless construction for the water main, forcemains, and sanitary sewer.  The work also includes construction of a sanitary sewer pumping station, consisting of wet well, submersible pumps, valve vault, meter pit, pigging station, control building, odor control chemical feed system, back-up generator, site work, paving, landscaping, and miscellaneous appurtenances. The pump station will discharge through 4,502 LF of dual force main (8” & 12”), and 2,806 LF of trenchless construction for 12” water main, 18” gravity sewer, and dual sewer force mains.

The Proposal shall be made out on the form furnished by the City of North Liberty and must be submitted in a sealed envelope and accompanied with a bid security in a separate sealed envelope consisting of either:  (1) a certified check, or a cashier’s check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 5% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 5% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 5% of bid amount.

The bid security shall be made payable to the Treasurer of the City of North Liberty, Iowa.

The bid security must not contain any conditions either in body or as an endorsement thereon.  The bid security shall be forfeited to the municipality as liquidated damages in the event the successful bidder fails or refuses to enter into contract within fifteen (15) days after the award of contract and post bond satisfactory to the municipality insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents.  The municipality will accept bid bond forms that meet the Requirements of Iowa Code, Section 384.97(5).

Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened.

The City of North Liberty in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, U.S.C. 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to the advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race,  color, national origin, sex age, or disability in consideration for an award.

Nondiscrimination In Employment:  Bidders on this work will be required to comply with the President’s Executive Order No. 11246.  Requirements for bidders and contractors under this order are explained in the specifications.

By virtue of statutory authority, preference will be given to products of, provisions grown, and coal produced within the State of Iowa and to Iowa Domestic Labor.

Iowa law provides that on public improvements a resident bidder shall be allowed preference as against a nonresident bidder from a state or foreign country which gives or requires a preference to bidders from that state or foreign country.  The preference so allowed shall be equivalent to the preference given or required by the state or foreign country in which the nonresident bidder is a resident.

Any bidder or equipment supplier whose firm or affiliate is listed in on the U.S. General Services Administration Excluded Parties List System web site at http://www.epls.gov/ will be prohibited from the bidding process. Anyone submitting a bid who is listed on this web site will be determined to be a non-responsive bidder in accordance with 40 CFR Part 31.

The right is reserved, as the interest of the City of North Liberty, Iowa, may require, to reject all bids, any unresponsive bid and to waive technicalities in bids received.

The work under the proposed contract shall commence within thirty (30) days of the written “Notice to Proceed.”  The work for Milestone 1 – Mickleson Sewer shall be complete by July 1, 2020; work for Milestone 2 – Access Drive & Wet Well shall be complete by September 1, 2020; and the work for Milestone 3 – Backup Power to South Slope shall be complete by January 1, 2021.  The work shall be substantially completed by April 1, 2021, and with final completion by May 31, 2021 subject to any changes granted by the Owner.

Payment to the Contractor for said construction will be made in cash from the following sources:  Cash from any fund of City of North Liberty, Iowa, which may be legally used for such purposes; proceeds derived from the sale and issuance of Utility Revenue Bonds, or Federal or State grants or loans. Monthly estimates will be made by the ENGINEER and payment will be made to the CONTRACTOR in the amount of ninety five percent (95%) of said estimate on or about the tenth of the following month.  Final payment will be made not sooner than thirty (30) days following final acceptance of the work by the City of North Liberty, Iowa

The successful bidder will be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by a responsible surety approved by the City Council and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of two (2) years after completion and acceptance by the City.

Bidding Requirements and Contract Documents governing the construction of the proposed improvements have been prepared by FOX Engineering Associates, Ames, Iowa, which documents and the proceedings of the City Council referring to and defining said improvements are hereby made a part of this Notice and the proposed contract by reference and the proposed contract shall be executed to comply therewith. Copies of said plans and specifications are now on file with the North Liberty City Administrator and may be examined by the bidders.

Paper copies of said Bidding Requirements and Contract Documents are now on file in the office of the City Clerk, North Liberty Administration Building, North Liberty, Iowa, for examination by prospective bidders, and prospective bidders may obtain paper copies from FOX Engineering Associates, 414 South 17th Street, Suite 107, Ames, Iowa, 50010.  A deposit charge of $250.00 per set of Bidding Requirements and Contract Documents will be made, all of which will be refunded if returned in reusable condition within 14 days of the Award of Contract.  If all documents are not returned in reusable condition and within 14 days, the deposit shall be forfeited.
