Highlights
Training
This month continued the Drug Recognition Expert (DRE) training from the previous month. This training was held in Phoenix, Arizona. The cost of the training and travel expenses were paid for by the State of Iowa. This training was hands on experience in detecting and determining different effects of narcotics and signs of impairment on individuals. The officer successfully completed the course and received his certification.
The department held our bi-annual firearms training for all officers during the month. The new department owned Glock handguns were issued to each officer and put into service.
The department sponsored our Police Chaplain to attend the International Police Chaplain Conference in Mankato, Minnesota. The department shared some of the cost for the Chaplain to attend this training.
An officer attended the Iowa Law Enforcement Intelligent Network Conference in Des Moines, Iowa. This conference is for networking, conducting multiagency investigations and had some great presentations on some successful investigations across Iowa.
Two employees went to the TraCs user group one day conference in Des Moines. This is the free software that we use for reporting crashes, citations and warnings to the State. Several changes and updates have been made and the officers and record staff are now aware of the upgrades.
The Department held department training on alarm and robbery response protocols with cooperation of MidWestOne Bank.
Public Relations
Officers assisted with a chili supper benefit for a city employee.
The Prescription Drug Take Back Program was held at Liberty Pharmacy on the National take back date on October 26th in partnership with DEA. The department took in more than 100 pounds of prescription medication for this drive. The DEA picked up the medication and will property dispose of the items so it does not impact our environment.
An officer attended the Child Health and Safety Fair at First United Methodist Church to talk about safety and a talk at a local daycare.
Officers taught the violent intruder ALiCE model for North Bend Elementary staff.
The PD was invited to the Awesome Uniform event at North Bend Elementary School for an officer to go and talk about job responsibilities, duties and safety.
The department will be taking applications for the Citizen Police Academy to start on January 27th, 2014
Equipment
The in car and portable radar equipment was certified and calibrated by Midwest Radar for the year. This is an annual certification that can be used in court for the reliability of the equipment and to demonstrate compliance or manufacture recommendation.
We received $2,761.99 in funds from the Bureau of Justice Assistance (BJA) for the Fiscal Year 2013 Bulletproof Vest Partnership (BVP) solicitation. This was reimbursement for approximately four ballistic vests.
The new patrol car #213 ad 2013 Dodge Charger was put into service and in the rotation with the current fleet vehicles.
Enforcement
Multiple complaints have been received by the department for speeding near the elementary schools during school hours. Speed enforcement and presence has been increased in those areas.
Multiple school bus violations have been reported by Durham School Bus Services. Officers have been following buses in an attempt to catch the violators in the act of passing stopped busses. Citations have been issued once the reports have been made and eyewitnesses are able to get enough information about the vehicle and driver.
Welfare checks have increased this month and the demand on officer’s time when searching or looking for individuals. I expect this will continue to increase until after the New Year.
Department Admin
Interviews were conducted for the next officer positions. We are currently looking at hiring three new officers.
The MMPI or psychological test was also completed on the top candidates. A conditional offer has been extended to two candidates and both candidates accepted. Once the backgrounds come back on the candidates two will be starting in November.
It was posted internally for the next two Sergeant positions to be filled. Packets and interviews will be conducted in November.
Officers submitted ideas for a new police patch design. One officer was able to take the ideas and design some examples. These will be voted on by the officers and the top two contenders will be posted on the city website for the public to vote on their favorite.
