Training:

  • An officer attended dive training with the Johnson County Dive Team. (8 hours)
  • An officer attended training with the metro bomb squad (8 hours).
  • The Chief attended a webinar on Forfeiture requirements for the State of Iowa. (1.5 hours)
  • Officers attended semi-annual range training for handgun and rifle fall qualification. (12 hours each X 18=216 hours).
  • Officers viewed online webinars on domestic abuse response/investigations and agonal breathing/ breathing issues during police custody. (1 hour each webinar X 18=36 hours)
  • Two supervisors attended an online webinar on victim notification through the IowaVINE and IPONDA network (total 3 hours).
  • A sergeant attended a commander level course on Internal Affairs Investigations and functions presented at Northwestern University (16 hours).
  • An officer attended interview and interrogations at Hawkeye Community College presented by the CTK group (24 hours).
  • An officer attended the Community Partnership Protecting Children (CPPC) seminar to learn more about resources NL officers can provide to victims and families in Johnson County. (8 hours)
  • The Chief attended the International Association of Chiefs of Police (IACP) conference in Chicago. Multiple training sessions were attended focusing on the smaller agency track, and leadership track. Sessions attended were on use of force investigations, threat assessments, active shooters lesson learns, communication, legal updates and non-biases policing practices. I received a scholarship to attend as a first timer through the Iowa Chief of Police Association. This was a premier training opportunity. Attendees included 14,000 other chiefs and commanders from the US and other nations, as well as 700 vendors.  (32 hours)
  • Purchased an online legal training program (PLS) for all officers in the department. This program will provide current Iowa legal training, tracking, and testing of all officers on a monthly basis for $10 a month for each full time employee.  This can be completed in the officer’s down time and lessons can be bookmarked if the officer needs to leave to respond to calls for service.

Public Relations:

  • Officers attended the Colony Pumpkin Patch celebration on October 4th. Officers gave tours of the patrol cars, handed out stickers and safety related material.  The child safety seat inspector also set up appointments for inspections.
  • Three North Liberty Officers volunteered to take part in a Big Brothers Big Sisters program at NCJH. They will go through the interview process and hopefully be matched with a little brother.  This is expected to be a school year commitment with hopes of continuing longer.
  • The Chief attended the Disproportionate Minority Contact committee meeting public forum to discuss what NLPD has done to impact minority contact with juveniles.
  • Officers attended and participated in the the Trunk or Treating event at the NL Library for Halloween.
  • Officers assisted with the ICCSD Run for the Schools event by providing traffic support in Iowa City.
  • Officers hosted a new program “Hoops with Cops” at NL Recreation Center. They had several children show up to play one-on-one and Horse. This was a fun event for the department and the officers were able to interact with kids from our community.
  • Assisted a U of I Graduate Student by allowing boxes of non-identifiable evidence to be photographed to be used for a powerful display aimed at increasing awareness of sexual assault.
  • An officer performed a presentation at a local in-home daycare. The officer spoke to 18 children about what a police officer’s responsibilities and duties.
  • The department has organized a team for the Special Olympics 2015 Dodgeball tournament next month.
  • The Administrative Assistant and Chief attended the Iowa Women’s Foundation luncheon on behalf of the City. This organization mission is to support women and girls through economic self-sufficiency services.
  • All officers and staff volunteered to wear “Real Men wear Pink” or pink “Support and Survive” bracelets for breast cancer awareness month. This was an idea of one of the officers and was a great way to not only to show support, but to start conversations with members of the community.

Equipment:

  • We purchased and received the new 2016 Dodge Charger. This replaces the Charger that was totaled in the crash on the interstate. This vehicle is currently being outfitted by Keltek in Baxter, Iowa.
  • We received a Governor’s Traffic Safety Bureau (GTSB) grant for upgrading a video camera in a patrol car to HD, as well as for overtime compensation to target traffic safety issues.
  • We requested a pull behind trailer through the federal military surplus program to help store and transport all of our gear to and from training. We are waiting to hear if we were selected to get one of the trailers through the Federal Government 10-33 program.
  • The annual inspection and calibration of all of the radars was completed by Midwest Radar. This certificate is utilized in case there is a question of reliability in court for any speeding citation issue.

Enforcement:

  • The drug task Force officer assisted the US Attorney’s Office with investigations and follow up from a NL case involving correctional officers and a former resident of NL. Multiple parties were indicted.
  • Continued with extra patrol and traffic enforcement for the department’s biggest complaint about speeders in the area of schools and residential neighborhoods.

Department Admin:

  • Records created a hiring packet that we can modify each time we hire a new police officer. This should alleviate phone calls or questions concerning the steps of the process.  This was posted online for the applicants to complete and turn in.
  • We also posted a classified ad to hire a new police officer. The academy is set to begin in January or March depending on candidates qualifications.  Testing will be held November 28th.
  • Planning has started for the citizen police academy. Dates will be January 25-April 18, 2016.  Please encourage any interested parties to apply.  We will post to the PD website. North Liberty has always had a strong showing of residents attend the academy.
  • The Investigator represented North Liberty Police Department at several monthly meetings. He attended the Sexual Assault Response Investigation Team meeting, Domestic Abuse Response team meeting, Elder Abuse investigation team meeting and assisted the County Attorney’s office with follow up on two crimes against person investigations.
  • Chief attended the Traffic Incident Management (TIM) meeting for the I380/I80 interchange reconstruction project.
  • Continued the field training process for the newest officer.
  • Initial budget for 2016-17 submitted for the department.
  • Reminder and progress reports of the 2015 goals that all employees are measured for their year-end performance review.
