Street Banner Program

North Liberty’s Street Banner Program looks to use our public spaces to highlight local organizations, events and anniversaries.  All banners must be sponsored by the City of North Liberty, the University of Iowa or a non-profit organization, and the banners must be provided to the city two weeks prior to the installation date.

There are a total of 64 pole locations available, and organizations are required to use all of the locations in a segment during their display:

  • 43 along Ranshaw Way (Highway 965) from Penn Street to 240th Street
  • 10 at the Dubuque Street and North Liberty Road intersection roundabout
  • 11 At the Kansas Avenue and St. Andrews Drive intersection roundabout

Process Overview

  1. Request application and guidelines at least 6 months in advance to allow time for banner approval, ordering and delivery.
  2. Submit application and $50 administration fee with banner design for review. This process will take approximately one month.
  3. The city secures installation date and coordinates banner installation with sponsoring organization.

Fees

  • A $50 administrative fee, payable to the City of North Liberty is required with each banner installation request.
  • A $40 installation and removal fee per banner must be paid before banners will be installed and after banners have City of North Liberty approval.
  • Sponsoring organizations are responsible for all costs of design, production and installation and removal fee for contractor.
  • These fees may be waived at the discretion of the city administrator.

Applications & Approvals

  • Priority will be given for city-sponsored events. All other banners must be sponsored by the University of Iowa or a non-profit organization.
  • All sponsors wishing to post banners shall complete a written application on forms provided by the City of North Liberty, and comply with the regulations, fees, and procedures of the city.
  • Applications for banner posting will not be accepted more than one year prior to the first day of the intended posting.
  • Approval should be obtained before a sponsor orders banners. In the event of concurrent requests, priority in use of the brackets will be determined on the basis of the time of filing of application.

Period of Display

  • Single-date event: Anniversaries or activities occurring on a specific date: 30 days prior to the date and one week after the date.
  • Time-period event: Anniversaries, activities or other occasions during a specific time period may be posted no more than 30 days prior to the first day of such event. Period of event shall not be up more than 60 days and must be removed 5 days after event.
  • Decorative and welcome messages: Decorative banners and welcome banners may be posted for periods exceeding 60 days if their content is still appropriate and no other event has been scheduled.
  • No banners shall be installed between Nov. 1st and March 1. Banners will be removed no later than 10 days before Thanksgiving, so city Christmas decorations can be hung.

Size

  • All banners must be 30 inches wide and 62.5 inches long from the top of the upper sleeve to the bottom of the lower sleeve.
  • Sleeves should be 4 inches.
  • Other sizes will not be accepted.

Location

  • All banner positions in a segment must be used during display.
  • One banner will be placed on each street light pole closest to the street.

Material

  • Heavy duty, weather resistant exterior fabric. Recommended materials include woven polyester with acrylic coating, vinyl coated nylon, acrylic canvas, coated polyester or woven cotton and polyester impregnated with polyester resin that are weather resistant, non-shrinking and non-fading.
  • Edges must be hemmed or ravel resistant material (see “Size” for sleeve specifications).
  • Banners must have brass grommets at top and bottom on poleside so the banners can be securely fastened to banner hardware with weatherproof lashing.

Design, Color & Quantity

  • Design, color of banners should enhance and not distract from the area. Banners should not contain a design or color that could confuse motorists as a control signal, sign etc.
  • Type must be large and clear to read from a distance.
  • All banner locations in a segment must be used
