City Hall Reopened at 360 N Main St.

City Hall has moved from its previous, leased offices into the new, permanent building at 360 N. Main St. at 7 a.m.

The public can accesses the same services at the new location during the same business hours: 7 a.m. to 4 p.m. Monday through Friday.

Departments located at the building include Administration, Billing and Finance, Building Inspection, Planning, Community Relations and Human Resources.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

Minutes

Call to order 

Mayor Donahue called the October 22, 2019 Regular Session of the North Liberty City Council to order at 6:30 p.m.  Councilors present:  RaQuishia Harrington, Chris Hoffman, Brent Smith; absent – Sarah Madsen, Annie Pollock.

Others present:  Grant Lientz, Tracey Mulcahey, Kevin Trom, Dean Wheatley, Joel Miller, Curt Moore, Caryl Lyons, Dustin Opatz and other interested persons.

Approval of the Agenda

Smith moved, Hoffman seconded to approve the agenda. The vote was all ayes. Agenda approved.

Consent Agenda

Harrington moved, Hoffman seconded to approve the Consent Agenda including the City Council Minutes from the Regular Session on October 8, 2019; the attached list of Claims; September Revenues; September Treasurer’s Report; Liquor License Renewal, The Leaderboard; Liquor License Renewal, Fareway Store; North Liberty Kansas RISE Improvements, Pay Application Number 13, Streb Construction Company, $197,177.51; North Liberty Highway 965 Phase 3, Pay Application Number 12, Streb Construction Company, $1,636.40; and North Liberty Sanitary Sewer Upgrades Bid Pack Number 3, Change Order Number 2, Maxwell Construction, ($15,850.00). The vote was all ayes. Consent Agenda approved.

Public Comment

Curt Moore, maintenance for Fairview Condos on Shannon Drive, spoke regarding the beaver problem in the creek behind the condos.  Council discussed the issue with Moore.

City Planner Report

City Planner Dean Wheatley reported nothing new for tonight.

City Engineer Report

City Engineer Kevin Trom reported

  • FGR Project – closer to opening. Estimating by Nov.
  • Old I380 bridge coming down tonight. Detours start at 7 p.m. tonight.
  • Andrews Drive – submitting a staff review project on Friday. Meeting on Tuesday with staff to review. Sending docs out in Jan. for spring construction
  • Dog park. Both contractors started work. Planning on pouring concrete this week.
  • Council discussed the report with Trom.

City Attorney Report

City Attorney Grant Lientz reported no report.  PEriphally aware of the beaver problem.  Council discussed the report with Lientz.  He explained the election process for Smith.

Assistant City Administrator Report

Assistant City Administrator Tracey Mulcahey reported on attendance at IMFOA.

Mayor Report

Mayor Donahue presented the United Nations Day Proclamation. Caryl Lyons presented additional information regarding the proclamation.  JOCo Mobile Home Task force will be issuing a set of recommendations.  Expect on or about Nov. 1. JOCo MH Parks – see how particular parks are targeted and buyers bought them at more than assessed value.

FY 19 Audit

Dustin Opatz from BerganKDV presented the Audit Report for FY 19.  Council discussed the report with Opatz.

_ moved, _ seconded to approve Resolution Number 2019-112, A Resolution accepting the audit report for fiscal year 2019 as completed by BerganKDV.  After discussion, the vote was: ayes –  Harrington, Smith, Hoffman; nays – none. Motion carried.

Transportation Assistance Program

Council discussed the Transportation Assistance Program with staff. _ moved, _ seconded to approve Resolution Number 2019-113, A Resolution enacting North Liberty’s On-demand Transportation Assistance Program.  After discussion, the vote was: ayes – Harrington, Hoffman, Smith; nays – none. Motion carried.

Assessment Resolution

Motion carried.
