Our indoor pool is, unfortunately closed until further notice. Last night, a motor failed and will need to be replaced. We hope to have a timeline for reopening later in the week of May 13.

City Hall Reopened at 360 N Main St.

City Hall has moved from its previous, leased offices into the new, permanent building at 360 N. Main St. at 7 a.m.

The public can accesses the same services at the new location during the same business hours: 7 a.m. to 4 p.m. Monday through Friday.

Departments located at the building include Administration, Billing and Finance, Building Inspection, Planning, Community Relations and Human Resources.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

RFP Overview

Sealed bids will be received by the City of North Liberty at the North Liberty City Administration Building, 3 Quail Creek Circle, North Liberty, Iowa 52317 until 2:00 p.m., Central Time, on December 4, 2023, at which time the Bids received will be publicly opened and read.

Bids will be considered by the City of North Liberty at a public meeting to be held at the North Liberty City Administration Building, 3 Quail Creek Circle, North Liberty, Iowa 52317 at 6:30 p.m., Central Time, on December 12, 2023, or at such later time and place as may then be fixed.

The general nature of the work is as follows:

Interior renovations, approximately 2,200 square feet, to the existing ground floor and upper levels of the Streets & Maintenance Facility to accommodate expansion of staff work and support areas, including construction of a 900 square foot upper-level extension for a dedicated sign production shop and associated storage.

A non-mandatory Pre-Bid Meeting will be held at 10:00 a.m. on November 15, 2023, at the North Liberty Streets & Maintenance Facility, 437 South Front Street, North Liberty, Iowa 52317.

Construction is anticipated to commence on or around January 15, 2024. Substantial Completion is October 7, 2024. Final Completion is October 22, 2024.

The construction schedule dates and durations that are identified herein are a general understanding of the anticipated project schedule. The Contractor is responsible to coordinate actual dates with the City of North Liberty as dates and times are subject to change.

Refer to the contract drawings and specifications for phasing and/or sequencing information and/or requirements, if any.

Bid Alternates: Refer to specification section 01 2300 Alternates for a list of project bid alternates associated with this project, if any.

The construction opinion for the project is $560,000 thousand dollars which includes all the work, excluding the scheduled bid alternates.

Copies of the Bidding documents may be obtained on or after November 3, 2023, by Bidders and Sub-Bidders at DB Reprographics, 1207 Highland Court, Suite B, Iowa City, Iowa 52240, (319) 359-1069 in accordance with the Instructions to Bidders. Shipping and handling via UPS ground are available for a cost of $40.00 payable in advance to DB Reprographics by check or money order. Bidders are responsible to confirm current shipping and handling fees with DB Reprographics as fees are subject to change due to market conditions. It is requested that bidders return the documents in good condition within Ten (10) calendar days after receipt of the bids.

Each Bidder is required to accompany the Bid with a Bid security, in a separate sealed envelope, as security that the successful Bidder will enter into a contract with the Owner for the work bid upon and will furnish, after the award of the contract, corporate surety bond or bonds, acceptable to the Owner, for the faithful performance of the contract in an amount equivalent to one hundred percent (100%) of the total amount of the contract. The Bidder’s security is five percent (5%) of the total bid amount and is required to be in the form of a cashier’s or certified check drawn on a bank in Iowa or a bank chartered under the laws of the United States of America, or a certified bank share draft drawn on a credit union in Iowa or chartered under the laws of the United States of America or a bid bond with corporate surety satisfactory to the Owner.

Bidders shall be prepared to submit a performance and payment bond conditioned on the faithful performance of the contract. Out-of-state Bidders shall be prepared to submit an Out-of-State Contractor Bond to the Iowa Division of Labor in accordance with Chapter 91C of the Code of Iowa.

The Bid may not be modified, withdrawn, or canceled by the Bidder for a period of Thirty (30) calendar days respectively following the time and date designated for the receipt of Bids and each Bidder so agrees in submitting a Bid.

Contractors using “materials, supplies, and equipment” on projects in designated “exempt entities” may purchase these items without liability for the sales tax. The Contractor is required to have a purchasing agent authorization letter and an exemption certificate from the public entity to present to the retailer, which specifies the construction project and will be available for that project only.

The City of North Liberty will issue an authorization letter and an exemption certificate to the awarded Contractor and/or Sub-Contractors for the purchase and/or use of building materials, supplies and equipment to be installed on this project only. DO NOT include sales tax on your bid form.

By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa and to Iowa labor to the extent lawfully required under Iowa law.

It is the intent of the Owner to award a contract to the lowest responsible, responsive bidder provided the bid has been submitted in accordance with the bidding requirements. The Owner reserves the right to waive informalities or irregularities. The Owner reserves the right to reject any or all bids.
