Website Refreshes, Hosting and Ongoing Support
RFP Overview
The City of North Liberty, Iowa, is seeking proposals from qualified vendors for a comprehensive redesign of its municipal website (currently at https://northlibertyiowa.org) and the North Liberty Library’s website (at https://northlibertylibrary.org) to align, including ongoing support, maintenance and hosting services for both. The website is a key communication tool for the city and must reflect the city’s values of accessibility, transparency and service.
Project Goals
- Provide a mobile-first, accessible, and user-friendly design flexible enough for other City-affiliated site such as the Hy-Vee Center and Amphitheater.
- Improve and streamline digital forms and user interactions.
- Maintain content continuity while allowing for future CMS flexibility (e.g., job postings and meeting management tools).
- Offer secure, scalable, and modern hosting.
- Ensure compliance with WCAG 2.1 AA accessibility standards.
- Enhance editing capabilities, including limited access roles for city staff.
- Continue using WordPress as the CMS.
- Move to northlibertyiowa.gov.
Primary Users
The primary audience is residents of North Liberty, with most-visited pages including:
- Recreation and Parks
- Job Opportunities
- Community Events
- City Council and Meeting Information
Secondary users include local businesses, prospective residents, media, and other government agencies.
Project Scope
- Redesign the city’s website structure and interface, possibly reorganizing content around Residents, Business, and Government categories.
- Retain and migrate existing content, while allowing for future system integrations.
- Improve the site’s digital forms and workflows.
- Implement WordPress with enhanced user role management.
- Provide ongoing maintenance and support for functionality, security, and minor updates.
- Host the website or coordinate with the city’s selected hosting vendor.
- Redesign the North Liberty Library’s website based on the design and functionality of the primary City of North Liberty work.
- Improved site-wide alert notice system.

- Experience with municipal or similar websites
- Design and usability quality
- Cost effectiveness
- Experience with WordPress
- Proximity and familiarity with North Liberty and Iowa-based governments
- Quality of ongoing support and hosting services
