City Hall Reopened at 360 N Main St.

City Hall has moved from its previous, leased offices into the new, permanent building at 360 N. Main St. at 7 a.m.

The public can accesses the same services at the new location during the same business hours: 7 a.m. to 4 p.m. Monday through Friday.

Departments located at the building include Administration, Billing and Finance, Building Inspection, Planning, Community Relations and Human Resources.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

CITY COUNCIL

February 14, 2023

Regular Session

 

 

Call to order 

Mayor Chris Hoffman called the February 14, 2023, Regular Session of the North Liberty City Council to order at 6:30 p.m. in the Council Chambers, 1 Quail Creek Circle.  Councilors present:  Ashley Bermel, RaQuishia Harrington, Erek Sittig, Brent Smith and Brian Wayson; absent: none.

 

Others present: Ryan Heiar, Grant Lientz, Ryan Rusnak, Kevin Trom, Matt Degner, Mary Byers, Amy Kortemeyer, Ashley Reedy, Harold Cameron, and other interested parties.

 

Approval of the Agenda

Harrington moved, seconded by Bermel to approve the agenda with the deletion of item number 14 from the agenda.  The vote was all ayes.  Agenda approved.

 

Consent Agenda

Sittig moved, seconded by Smith, to approve the Consent Agenda including the City Council Minutes from the Regular Session on January 24, 2023; the attached list of claims; Community Center Roof Project, T&K Roofing Co, Change Order Number 1, ($2,698.78); Community Center Roof Project, T&K Roofing Co, Pay Application Number 5, $16,778.16.  The vote was all ayes.  Consent Agenda approved.

 

Public Comment

No public comments were offered.

 

Engineer Report

City Engineer Trom provided updates on City projects.  A preconstruction meeting was held for the Heritage Drive streambank erosion project and work has started but waiting on Alliant Energy to relocate their utilities.  Steel has arrived for the new City Hall. It should take approximately a month for the steel portion of the building to be completed.  A preconstruction meeting was held for the library acoustical panels and desk project and work will begin in April. There should be no problem with completing the project by the completion date.  Preliminary Plans for the Ranshaw Paved Shoulder Project were submitted to City Staff last week and award of the project should on the May 9 Council meeting with completion date for the end of June.

 

City Administrator Report

Heiar reported that there is a quorum for the Council meeting on March 14th during Spring Break Week.

 

Mayor Report

Mayor Hoffman recognized the staff reports that are in this meetings packet and thanked the Police Department for reducing their fuel consumption in 2022 by 922.2 gallons from what they used in 2021.  The Water Department was also thanked for their work on a water main break this week.

 

Council Reports

Smith reminded everyone of North Liberty night at the Heartlanders Hockey Game at the Xtream Arena to benefit Beat the Bitter.  Wayson attended the Badge Pinning Ceremony for new North Liberty Fire Fighters.  Sittig thanked the Communications and other city departments that were involved with Beat the Bitter. Harrington attended the Better to Together Business Banquet.

 

Iowa City Community School District presentation

Amy Kortemeyer and Ashley Reedy presented to the council a concept plan to provide quality preschool/daycare throughout the district.  They currently are piloting three Wrap Care Program sites at Shimek, Hills, and Wickham which are tuition based and provide a preschool/daycare opportunity for parents and transportation if needed for the student. The district is asking for shared contributions from Coralville, Iowa City, Hills, University Heights, and North Liberty through a Local Option Sales Tax.  The district would like a vote from the Council by April 1, 2023 to know how to proceed with getting the Local Option Tax on the November ballot.

 

FY 2023-24 Budget

The Public Hearing regarding proposed maximum tax levy was opened at 6:45 pm and no public comment was given.  The Public Hearing was closed.

 

Harrington moved, seconded by Wayson, to approve Resolution Number 2023-10, A Resolution approving the maximum tax dollars from certain levies for the City of North Liberty’s Proposed Budget for Fiscal Year 2023-2024.  After discussion, the vote was: ayes—Smith, Sittig, Wayson Harrington, Bermel; nays—none.  Motion carried.

 

Street Naming

Rusnak reported that two private street names were not depicted on two of the proposed Solomon’s Landing multiple-unit residence development.  Since street naming requires approval by resolution, official action by the City Council is needed.  The Planning Commission recommended approval.

 

Harrington moved, seconded by Wayson, to approve Resolution Number 2023-11, A Resolution authorizing and approving the naming of Emory Place and Quarter Moon Court in Solomon’s Landing Part One in the City of North Liberty, Johnson County, Iowa.  The vote was: ayes—Bermel, Harrington, Sittig, Smith, Wayson; nays—none.  Motion Carried.

 

Zoning Ordinance – Moratorium

The Public Hearing regarding proposed ordinance amendment on the Moratorium was opened at 6:50 p.m. and there were no public comments.  The Public Hearing was closed.

 

Rusnak reported that with the new Comprehensive Plan the City enacted a moratorium on site plan applications for districts and uses which are incompatible with either the current or future land use requirements.  This ordinance modifies the moratorium to only consider compatibility with the 2023 future land use map to be included with the new Comprehensive Plan.  The Planning Commission recommends approval.

 

­Wayson moved, seconded by Smith to approve the first consideration of Ordinance Number 2023-03, An Ordinance amending Chapter 165 of the City Code (Zoning Code – Administrative) by narrowing certain compliance requirements within the existing site plan application and review moratorium.  The vote was: ayes—Harrington, Smith, Bermel, Wayson, Sittig; nays—none.  Motion carried.

 

West Penn Street

Harrington moved, seconded by Smith, to approve Resolution Number 2023-13, A Resolution approving a Services Agreement between the City of North Liberty and Shive-Hattery, Inc. for the West Penn Street Improvements Project.  The vote was: ayes—Harrington, Smith, Bermel, Wayson, Sittig; nays—none.  Motion carried.

 

Penn Meadows Park North Parking Lot

Harrington moved, seconded by Wayson, to approve Resolution Number 2023-14, A Resolution approving a Services Agreement between the City of North Liberty and Shive-Hattery, Inc. for the Penn Meadows Park North Parking Lot Project.  After discussion, the vote was: ayes—Smith, Sittig, Wayson, Bermel, Harrington; nays—none.  Motion carried.

 

North Side Community Park

The Public Hearing regarding proposed North Side Park property purchase was opened at 6:56 p.m.  and there were no public comments.  The Public Hearing was closed.

 

Smith moved, seconded by Bermel, to approve Resolution Number 2023-15, A Resolution of approval to proceed with a public improvement, the North Side Community Park Project.  The vote was: ayes—Wayson, Smith, Bermel, Sittig, Harrington; nays—none.  Motion carried.

Heiar addressed the Council regarding the site for future fire station #2 and would like Council to affirm the selection and authorize staff to proceed with acquisition.  During discussion, the consensus of the Council was that Site #2 was the best site for response time and neighborhood compatibility.

 

Wayson moved, seconded by Harrington, to proceed with acquisition of site #2 for future Fire Station.  The vote was: ayes—Smith, Sittig, Wayson, Bermel, Harrington; nays—none.  Motion carried.

 

Physician’s Building Group Zoning Map Amendment
