City Hall Reopened at 360 N Main St.

City Hall has moved from its previous, leased offices into the new, permanent building at 360 N. Main St. at 7 a.m.

The public can accesses the same services at the new location during the same business hours: 7 a.m. to 4 p.m. Monday through Friday.

Departments located at the building include Administration, Billing and Finance, Building Inspection, Planning, Community Relations and Human Resources.

A ribbon cutting and open house is planned for Tuesday, May 14, from 4:30 to 6 p.m.

Updates to Utility Accounts Are Coming Soon

North Liberty’s utility customers will see some changes as the city updates its billing software, including new-look bills and new account numbers. This change is effective with the billing cycle that ended March 20, 2024, and the new-look utility bills will arrive to customers as early as March 27.

The new-look bills (and example illustration appears to the right) will arrive in an envelope and replace the current postcard mailing, and offer more insight into monthly use. The new format also allows the city to occasionally distribute additional information with these bills. If you’d like to go paperless and have your bills emailed, contact City Hall at (319) 626-5700 or in-person at 3 Quail Creek Circle.

All accounts also have a new account number, so those who pay through their financial institution’s online bill-pay may need to update the payee information in that system; contact your financial institution if you need assistance. Your new account number can be found on your bill. Customers who currently have their monthly bills automatically withdrawn from a checking account via ACH will not have to make any updates.

The change will also update accounts in our online payment portal. To pay via the portal, customers will need their account number exactly as it appears on your new bill. Customers can make payments online at municipalonlinepayments.com/northlibertyia 24-hours a day, or between 7 a.m. and 4 p.m. on weekdays in person at City Hall, 3 Quail Creek Circle, or by calling (319) 626-5700.

Emailed bills will come from [email protected] with links to a new self-service portal. If you would like to transition to an electronic bill, contact City Hall at (319) 626-5700 or in-person at 3 Quail Creek Circle. You will receive an enrollment email; simply follow the instructions in that email to activate eBills.

Charges for wastewater, water, trash and recycling will not change with this update. Water rates have remained unchanged since July 2021, and wastewater rates have remained unchanged since  July 2019; these rates will remain unchanged through June 2025. Future bills will reflect the modernized fee structure for stormwater, approved by the City Council in 2023, to help fund critical projects to protect property and avoid local flooding.
